Russia and China this step seems to be done to block Western efforts to impose new sanctions against Iran. Both use their huge influence behind the scenes to free Iran from sanctions.
"Russia and China made the approach to Iran that they are willing to change its nuclear policies, particularly those related to reactor research center in Tehran," according to a western diplomat.
"The Russians admitted that if their efforts did not receive a response from Iran. While the party claimed China urging Iran could respond to them and had asked for time to make decisions. But ultimately China do not get any results," said a diplomat at the UN Security Council, such as quoted by Reuters on Wednesday (24/3/2010).
